Prof. Dr Jan Riepe on alternative forms of financing for local authorities in *Der Neue Kämmerer*

The financial pressure on local authorities is mounting: rising costs and high investment requirements are increasing the demand for financing options. At the same time, it is becoming more difficult to meet the growing need for funding through traditional bank loans alone. In a recent article for *Der Neue Kämmerer*, Prof. Dr Jan Riepe and doctoral candidate Philipp Hofmann outline the alternatives available to local authorities and explain their respective advantages and disadvantages.

Bonds and promissory note loans can open up new opportunities for local authorities: they enable them to reach additional investors and finance larger sums. However, these forms of financing are usually more expensive than a traditional municipal loan. Among other things, there are additional costs associated with their implementation, and investors demand a premium to compensate for the perceived risks associated with such financing.

For most local authorities, the municipal loan therefore remains the most cost-effective option. Nevertheless, alternative financing routes can make sense. Those who have several financing options available and are familiar with the capital market can strengthen their position in negotiations with banks.
