Development of an estimation model for IT projects and suitable tool support

In August 2002, the DS&OR-Lab carried out a research project and developed project with the DB Systems GmbH in Frankfurt am Main. In the project, FESCO, a cost estimation model, was developed for the specific requirements by German Railways system, and suitable tool support was implemented.
In addition, more reliable information o determine the expenditures of IT projects and to learn from results and mistakes of the past for the future. The model and tools permit it at a very early time at which usually still few product details or requirements are known to carry out estimates. The project was carried out by four employees of the DS&OR-Lab rennet as an internal joint-venture of three Competence centre of IT-Consulting (ITC), Decision Support of system (DSS) and web based systems (WBS).
The analysis of available attempts and the new concept of a general cost estimation model, should serve German Railways in the future. In November 2002, the results were presented successfully in the form of an estimate model and tool support for German Railways.
